Responsibilities
PRIMARY PURPOSE

Manages the execution of facilities development, planning and design through senior-level expertise of transit facilities by identifying programs and projects that support short and long-term facilities goals and objectives and other corporate and regional priorities. Oversees the operations of facilities, ensuring efficient and effective management of multiple facilities programs envisioned to maintain, upgrade and expand customer facilities in response to customer needs and enterprise priorities.

 

 


Key Accountabilities

Leads the development and execution of strategies and provides operational leadership to deliver the implementation of facilities programs and supports other corporate and regional priorities. Identifies future service plans and strategies and provides input for facilities programs in Regional Transportation Strategic Plans and Investment Plans. Oversees multiple facilities programs envisioned to maintain, upgrade and expand customer facilities in response to customer needs and enterprise priorities.

Manages the execution of facilities planning, programming and conceptual design assignments through assigning, monitoring and reviewing the work of staff and consultants engaged in projects and provides expertise and guidance regarding facilities planning and development matters and related technical problems to ensure accuracy, adequacy, safety, constructability, maintainability, and timely completion of planning, conceptual and preliminary design documents. Ensures appropriate interpretation and application of TransLink’s design guidelines and standards across the integrated network of customer facilities.

Assists the Facilities Development Senior Manager in the development and administration of the program’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; ensures expenditures and cost estimates are adequately documented and monitored throughout the program and to their completion; review and approve program expenditures; and implement adjustments.

Assists the Facilities Development Senior Manger in customer facilities asset management developing processes and procedures for the monitoring, scoping and planning of upgrades, expansion and sustainment of customer facilities across TransLink's integrated network of multiple modes of transportation.

Identifies and communicates risks, issues and provides roadmaps of mitigation recommendations involving complex business problems. Presents and reports on project progress, risks, expectations, timelines, milestones and key metrics to the senior leadership team. Provides suggestions, advice, guidance and recommendations to mitigate risks and resolve issues. Develops and manages documentation, including status reports.

Supports Engineering Leadership by managing consultant contracts to ensure compliance with agency procedures and to support project needs and agency strategic goals within the assigned Engineering Division budget.

Oversees quality standards for facilities programs, develops policies, processes, guidelines, standards and procedures to ensure efficiency and effectiveness of programs.

Leads the support needed by other Enterprise-wide business units and programs by providing subject-matter expertise, project development, needs identification and requirements gathering related to transit facilities.

Supports the implementation of major projects through development of design policies, guidelines and standards and provides design input to conceptual, preliminary and final designs, working across the department to provide architectural and urban design subject matter expertise on multi-modal facilities.

Oversees the lifecycle of medium to high-risk projects or programs, including project development, implementation, budget control and development, timelines, deliverables, stakeholder interactions and operating procedures. Sponsors facility development projects and manages intake of third-party projects of significant scope, budget, risk, impact and sensitivity. Develops the project strategies, business case, budgets, stakeholder management and reporting process ensuring alignment with enterprise goals.

Provides leadership to the coordination and review of third-party projects as required to ensure adherence to TransLink's design standards, requirements, manuals and procedures.

Presents and reports Program development progress, risks, expectations, timelines, milestones and key project metrics to Sr. Leadership. Provides suggestions and recommendations to the executive team on risk management strategies and project delivery solutions.

Represents TransLink in major corporate, Federal, Provincial, Municipal and third-party initiatives providing technical expertise and judgement in support of integration of TransLink's customer facilities standards and requirements with communities, developments and major projects. Provides input to long range plans and contributes to other initiatives, identifying facility needs. Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.

Chairs and contributes to diverse TransLink working groups and committees seeking enterprise-wide consensus to prioritize capital and operating expenditures related to customer facilities. Develops collaborative relationships with multiple stakeholders across the enterprise in particular with operating companies to continuously improve program and to seek consensus addressing facility design, operations and maintenance issues.

Serves as the liaison for customer facilities design policy with other divisions, programs, departments, outside agencies, municipal partners, local community groups, and the general public.

Leads, plans, directs, oversees, coordinates and manages the work of consultants, program managers, direct reports and matrixed staffs in the upgrade, expansion, improvement and sustainability of TransLink's customer facilities for all modes.

Works with other areas across TransLink and provides project team leadership to support incorporation of actionable insights into project development. Influences integration of improvements to customer experience into capital projects through technical and contract requirements. Coordinates the planning and optimization of programs and services in support of TransLink’s related policies, providing coordination with internal and external stakeholders.

Presents and provides training to diverse audiences including technical and executive management on technical documents.

Presents to and facilitates interactive discussions with Senior Leadership, Executives, elected and appointed officials including the Board and Mayor’s Council

Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the department and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions.

 

 


Qualifications
EDUCATION AND EXPERIENCE:

The requirements for this position would be acquired through a bachelor’s degree in engineering, urban planning, architecture or a related discipline. This position requires a professional certification such as P.Eng, AIBC, RPP or equivalent professional association: OR an equivalent combination of education and experience with minimum ten (10) years of progressive levels of experience including leadership, budgetary, workforce or consultant management preferably in transit facilities development and planning.

 


Other Requirements
Expert knowledge of the principles, theories, concepts and practices of multimodal transit facilities including transportation planning, urban mobility, accessibility, safety and sustainability principles, road and traffic engineering, project management, transit system operations, environmental and economic analysis and emerging trends in urban transportation.

Expert knowledge of the relevant standards, legislation, acts and regulatory requirements pertaining to transit facilities, building engineering and transportation planning and engineering.

Advanced analytical thinking and problem-solving skills, to resolve critical and high impact technical issues and develop technical reports, standards, procedures, specifications and methods.

Expert decision-making skills to make recommendations/resolve complex facilities and project-related issues.

Expert time management skills to balance and coordinate effort across multiple, concurrent activities.

Advanced interpersonal and communication skills to build trust by consulting and liaising with others and applying a team approach as needed to achieve solutions on moderately complex technical issues; and to write and deliver comments, procedures, reports and presentations.

Advanced knowledge of TransLink’s decision-making context including its strategic context and organization and governance structures.

 


Other Information
The Manager will be a key member of TransLink’s Facility Development Programs (FDP) in the Engineering Division, reporting to the Senior Manager of the Facilities Development Program. The FDP team is responsible for developing design guidelines, standards, requirements, codes and specifications for TransLink’s customer facility projects and for developing plans, studies and business cases to improve facilities in support of TransLink’s strategic plans and corporate priorities.

Under general direction and in support of the Sr. Manager, the Manager will lead the development of the Facilities Design Standards Office (DSO). This role involves managing, supervising and coordinating the development, implementation and maintenance of design guidelines, technical standards, requirements, codes and specifications for all of TransLink’s modes of service. Additionally, the Manager will establish the DSO’s governance and procedures to support internal and external project delivery teams.

The following tasks are a representative summary of the primary duties and responsibilities, which include but are not limited to:
 

  • Assist the Director and Sr. Manager in overseeing processes and procedures for the design of customer facilities for all TransLink modes of services and infrastructure
  • Lead, plan and coordinate the work of consultants, direct reports and matrixed staff in the development, implementation and maintenance of design guidelines, standards, requirements and codes for all service modes.
  • Oversees the development and implementation of design standards, guidelines, requirements, codes for customer facilities for all service modes.
  • Develop and oversee the procedures to implement, monitor and maintain design guidelines, standards, requirements, codes for all service modes.
  • Manage the facilities design review process acting as liaison with other divisions, programs, departments, projects and third parties.
  • Monitor and evaluate the use of TransLink’s guidelines and standards ensuring consistent interpretation and application.
  • Represent TransLink by providing technical expertise and judgement in support of the application of guidelines, standards and requirements in accordance with established design review procedures.
  • Facilitate stakeholder engagement processes to solicit feedback and secure sign-offs and build broad support for TransLink’s facilities guidelines and standards.
  • Attends and participate in professional group meetings, staying current with new trends in transit facilities planning and design.
  • Develops plans and strategies to update design guidelines to reflect latest trends in sustainability, accessibility, safety and other relevant areas of facilities design.
  • Ensure guidelines, standards and codes are compliant with applicable regulations, codes and safety standards.
  • Acts as a technical resource to resolve design-related challenges across multiple project types.
  • Represents the Program on various steering committees and task forces across the enterprise.
  • Supports the Sr. Manager in the preparation of reports, outcomes and strategic documentation to review performance and areas of improvement.

Rate of Pay
The salary for this position ranges from $107,200 - $160,800 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
